Download PDF →The United Kingdom ranks first, ahead of France and Germany. Its GDP is Europe's third-largest. Its lead rests on a combination no other European state currently holds: a permanent UN Security Council seat, an independent nuclear deterrent, and one of the world's two truly global financial centres.
This was the closest call in the ranking. France has the more complete EU-integrated institutional position and a broader military footprint through its overseas territories. A different analyst could reasonably swap the top two.
Belgium ranks 9th, ahead of Sweden, Norway and Denmark. Its economy and military are smaller than all three. It ranks above them because Brussels hosts both the EU's main institutions and NATO's headquarters, and that single form of leverage outweighs a weaker score everywhere else.
Below roughly rank 35, the gaps between neighbouring entries narrow to the point where small methodology choices could reorder several positions. The report states plainly where judgment calls were made.
